He served his final four years in uniform running the behavioral health department at Naval Air Station Whidbey Island, WA. He recently retired from the Navy after a 30-year career. Dr. McGowan has extensive experience in outpatient psychiatric care. In addition to the full spectrum of mood and anxiety disorders, he has treated a very large number of patients with PTSD stemming from combat, natural disasters, and sexual trauma. New patients should know that the initial appointment will consist of obtaining their social history in addition to their medical history. This is an important part of establishing a therapeutic relationship in addition to obtaining health information to use in formulating treatment plans. A person’s identity and life experiences are a significant influence on a person’s health and well-being, and Gabrielle believes in discussing these experiences in order to best understand a patient’s background and incorporate that into their care. Patients are encouraged to write down any questions they may have prior to the appointment, as well as any significant points they want to discuss. This is encouraged because, as patients, we may forget to address these points without a prompt from the provider. Gabrielle also encourages patients to actively participate in their care and firmly believes in a patient’s right to autonomy and agency. This patient-centered approach empowers patients to help guide treatment plans that best fit the patient’s needs and abilities at any given time. Patients are also encouraged to discuss any concerns about medications or treatment, particularly if there are concerns about side effects.
Gabrielle works collaboratively with patients to determine appropriate and preferred treatment plans, including medication and therapy. She uses cognitive behavioral therapy (CBT) as the primary therapy modality, in conjunction with existential therapy, depending on the patient’s needs and preferences. She prefers to allow patients flexibility in their treatment, so the process may look less structured depending on the immediate needs of the patient. Other times, particularly while working through a specific problem in therapy, appointment agendas may be planned out for several weeks. Dr. Barbara Lampert is a board certified psychiatrist, diplomat of The American Board of Addiction Medicine, and Fellow of the American Society of Addiction Medicine. She trained at the Downstate School of Medicine in Brooklyn, NY, completed her internship at Georgetown University in Washington, DC, and her residency in Psychiatry at the David Geffen School of Medicine at UCLA in Los Angeles. Over 30 years, she has worked in inpatient and outpatient settings, taught 3rd-year residents psychopharmacology in the Mood Disorder clinic she created, consulted in the prison system, and volunteered in the aftermath of natural disasters. She joined the New Mexico Medical Reserve Corps and was active in the Corps while working in her private practice. She continued to study the effects of trauma when she returned to California in 2008. She received specialized training in EMDR and Dialectic Behavior Therapy. In addition, she studied substance abuse problems and became a Diplomate of the American Board of Addiction Medicine. Empathy forms the core of Dr. Lampert's approach to treating patients. Working with trauma survivors, she believes that the goal is not to dwell on "the story” because patients often need time to reconstruct an accurate history. Rather, helping patients manage the challenge of living in the present moment is a worthy goal. Dr. Lampert has been named one of the Best Doctors in America for the treatment of mood disorders and one of the Best Doctors in California. She has remained dedicated to the dual path she's followed for years: excellence in Biological Psychiatry and psychology. How does Talkiatry work?
Talkiatry is an online psychiatry practice designed to make high-quality mental health care more accessible. We’re 100% virtual, in-network with major insurance plans, and first appointments are typically available in days.
To get started, you’ll complete a quick online assessment to tell us what you’re looking for. We’ll match you with psychiatrists who are licensed in your state, in-network with your insurance, and experienced in treating your concerns. You’ll choose the clinician you’d like to work with.
Your first visit is an in-depth evaluation where your psychiatrist will listen, provide a diagnosis, and work with you to create a treatment plan tailored to your goals and preferences. You’ll continue seeing the same clinician over time, adjusting your plan as your needs evolve. Our team is always here to help with scheduling, insurance, and questions about your care.
Do you provide therapy?
Care at Talkiatry starts with psychiatry. If you already have a Talkiatry psychiatrist, they can refer you to one of our therapists if you’ve decided together that therapy is the right next step. However, you can’t see a Talkiatry therapist if you aren’t already seeing one of our psychiatrists.
What should I do if I’m having an emergency?
Talkiatry does not provide emergency care. If you or someone you know is in crisis, please visit your nearest emergency room, call 911, or call or text the Suicide and Crisis Lifeline at 988.
How much will my visit cost?
The majority of our visits cost patients $25 or less after insurance*, but your exact out-of-pocket cost depends on your plan. The best way to get a clear estimate is to contact your insurance provider directly. Here’s what to ask them:
- Do I have mental health benefits that include outpatient psychiatry?
- Is Talkiatry in-network for my plan?
- What’s my copay or coinsurance for outpatient psychiatry visits?
- Do I have a deductible? If so, how close am I to meeting it?
- Do I have an out-of-pocket maximum? If so, how close am I to reaching it?
- Are virtual or telehealth psychiatry visits covered the same as in-person care?
- Is prior authorization required for outpatient psychiatry?

What if I don’t want to take medication?
Psychiatrists are medical doctors, and medication is often part of how they treat mental health conditions. At Talkiatry, your psychiatrist will start by listening and discussing your options with you. Medication is always your choice, but if it’s not something you’re open to considering, we may not be the best fit for ongoing care at this time.

Do I still take the assessment if I’m already diagnosed with ADHD? 
Yes. Our online assessment is an important part of how we match you with the right psychiatrist. Your first visit will include a thorough evaluation so your psychiatrist can confirm your diagnosis and tailor your treatment plan to your current needs.
